Can the committee share the work?
Yes. Make committee members admins and they can post notices, events and polls too, so it doesn't all rest on the secretary.
Can people outside the association see it?
Only if you want. Boards are private to members by default; Pro boards can also publish a public page anyone in the area can visit.
